Upgrade to MediaWiki 1.15!

So, MediaWiki 1.15 came out around a month ago and today I've just converted our 1.14 installation to 1.15. I don't think there are any new major features, but there's a chance that something might be a little off, so let me know if you run into any problems.

Oh ho, uploading it to the wiki gave me the chance to fix an upgrade permissions issue with file uploads.
