Rename extension now available

People who have bureaucrat permissions on the wiki can now use the rename page to assist users who need to change their handle.

Do we have some kind of convention/guidelines about who has/should have which wikiperms? Is it documented somewhere?

We gave out bureaucrat pretty freely so new accounts can get added to the appropriate groups for editing. (This may no longer be necessary; it has been a long time since harassment/vandalization).
